1. Registration for the 98th Foundation Course would begin from 5th June onwards :-
(a)Registration Portal will open for the first phase of registrations on June 5, 2023. This phase of registration will close on June 21, 2023.
(b)After 21st June, 2023 candidate's who wish to seek exemption form the course can still do so.

During registration, we would require your basic personal details, like marital status, education qualifications, level of fitness, apparel size etc. This helps us plan the Foundation Course better and with more precision. Authenticity and veracity of information may please be maintained. Kindly note that you may also seek exemption from Foundation Course at this stage for reasons mentioned in the website and need not proceed with further registration.

Candidates who are sure that they wish to exempt themselves from the 98th FC may apply for exemption in the first phase itself.

I. Who should register on this portal?

All candidates who are eligible to attend the 98th Foundation Course (FC) including those who may be seeking exemption from attending the FC.

II. Who is eligible to attend the 98th Foundation Course?

i)All candidates who have been selected to Civil Service Examination (CSE) based on 2022 exam.
ii)All candidates who have been selected to Indian Forests Service (IFoS) based on 2022 exam.

III. The following are eligible for exemption from the 98th Foundation Course:-

i)Those candidates appearing in CSE 2023 on similar pattern as done last year.(Click here to Apply for exemption)
ii)Exemption in medical cases.(Click here to Apply for exemption)
iii)Candidates from Central Services and AIS such as Indian Police Service, Indian Forest Service, who have already done FC earlier.(Click here to Apply for exemption)

IV. How to register for the 98th Foundation Course?

Step 2:Register on this portal using Web Authentication Code(sent by LBSNAA on your's registered E-Mail ID).
Step 3:Create your Username and Password for subsequent sign-in.
Step 4:Sign-in using your Username and Password.
Step 5:Fill online registration form and upload your digital photograph
Step 6:It is mandatory to fill up all the registration related information and documents and upload wherever necessary

V. Last Date for Registration

# Last date for registration for 98th Foundation Course is 21st June, 2023, 23:59:00 P.M.

# Kindly note that some of you may like to wait for service allocation letter from DoPT to decide whether to enroll for the Foundation Course or not. We are aware of your concern and the last date of registration ie. 21st June, 2023 shall be extended if service allocation list is not released by DoPT till that time. Others may please proceed with registration and upload documents as required

Frequently Asked Questions.

i.Can I be admitted to the Foundation Course without registration on this website?
No. You will not be admitted to the 98th Foundation Course if you do not register on the website by due date and time.
ii. Do we need to carry original certificates to the academy for verification? (SSLC certificate , graduation certificate, Caste certificate etc)
You need to carry your service allocation letter and valid photo ID and two photo copies of each document. We don't need any other certificates.
iii.In CGEGIS form, they ask for two witnesses with designation and employee code for candidates. can Only government employees can sign as witness?
Yes only government employees can sign as witness.
iv.Who can sign the Surety as witnesses?
Any person including family members can sign the surety as witness.
v.What needs to be declared in movable and immovable return - property which is in candidates name only, or is the property of parents has also to be declared?
Please read the note of the form Annexure I - moveable property which reads "Particulars of all moveable property held by him/her either in his own name or in the name of any member of his family or in the name of any other person"
Annexure II - Immovable property Column 3 and 4 may be read and filled accordingly
Property in own name, in name of family members or others should be indicated. For immovable property if there is any interest or specified share that may be transferred to or inherited by candidate should be indicated in the remarks column.
vi.Can a candidate arrive earlier to the Academy?
Security will not allow you to enter before the scheduled time and date.
vii.Would a guest be allowed inside Academy during Joining?.
No one other than the participant be allowed to enter the Academy at the time of joining.
viiiCan a candidate join 98th FC after 1800 hrs of 29th July 2023?
No candidate shall ordinarily be permitted to join beyond the prescribed time.
x. Can I send my luggage by courier service?
Yes, you may send your luggage by courier service, however it should reach after you have joined the Foundation Course and are in a position to receive it yourself. The address of the Academy would be as mentioned in the joining instructions.

The Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie is a premier training institution for the civil services in India. It is headed by a Director (an officer of the level of Secretary to the Government of India) and is an attached office of the Department of Personnel and Training, Government of India.,

It conducts a common Foundation Course for entrants to the All India Services; Indian Foreign Service; Group 'A' services of the Union and the Royal Bhutan Service followed by professional training for the regular recruits of the Indian Administrative Service (IAS) and members of the Royal Bhutan Service. The Academy also conducts in-service and Mid-Career Training Programmes (MCTPs) for members of the IAS and Induction Training Programme for officers promoted to the IAS from State Civil Services. In addition, workshops and seminars on policy and governance-related issues are held from time to time.

Announcement for 98thFoundation Course

98th Foundation Course.

Date: 10th November, 2021

Dear Officer Trainees,

We welcome you again to the second and final stage of registration which takes you closer to the Foundation Course beginning 5th December, 2021, at Lal Bahadur Shastri National Academy of Administration.

All those who are not seeking exemption from DoPT on grounds already enumerated have to attend the mandatory 15 week Foundation Course from 5th December, 2021 to 17th March, 2022 and may enroll and register themselves at this stage. Those who have already sought exemption may not proceed further.

This registration shall be open from 10th November, 2021 midnight and would close on midnight of 21st November, 2021. Please note that you cannot attend the 98th Foundation Course if you do not register at this second stage and upload the necessary documents. This registration is mandatory for attending the 98th Foundation Course. (Kindly note that some of you may like to wait for service allocation letter from DoPT to decide whether to enroll for the Foundation Course or not. We are aware of your concern and the last date of registration ie. 25th November, 2021 shall be extended if service allocation list is not released by DoPT till that time. Others may please proceed with registration and upload documents as required),

This year, the Foundation Course is expected to commence formally from 5th December, 2021. The Academy would be asking the candidates to arrive in a staggered manner beginning from 30th November, 2021 onwards till 4th December, 2021 each day approximately in batches of 100 - 150 each, depending on the total numbers. The names of those expected to arrive on different dates shall be clearly hosted on Academy website in due course (tentatively by 22nd November, 2021).

To facilitate your preparations, we are sharing documents pertaining to candidates who would be joining the Foundation Course at Lal Bahadur Shastri National Academy of Administration, Mussoorie. Please login to the registration portal and read all the documents carefully and re-check the information submitted for its accuracy.

i)Annexure-I:- Joining formalities
ii)Annexure-II: - Clothing, Dress Code & miscellaneous matters.
iii)Annexure-III:- Subscription of Club & Societies
iv)Annexure-IV: - Check list for submission of forms/ documents and a picture of Narmada Hostel.
v)Annexure-V: Guidelines related to Medical & Quarantine and required documents have already been placed on the registration portal at the Academy website ((http://sargam.lbsnaa.gov.in/LBSNAOTP) and are also attached as Annexure-V.
v)Annexure- VI: Questionnaire to be filled up as a part of learning assignment. Please participate in this exercise compulsorily.

(It may please be noted that the date in certificate of Assumption of Charge may be given as forenoon of 5th December, 2021 in case you are arriving any time prior to that date)

Dates for reporting at LBSNAA for the 98th Foundation Course.

This year the 98th Foundation Course is commencing from 5th December, 2021. Due to some pre joining requirements, the Academy requires the candidates to arrive in a staggered manner beginning from 30th November, 2021 onwards till 3th December, 2021, each day approximately in batches of 150 each as per the alphabetical arrangement given below. The exact names of those expected to arrive on different dates shall be clearly hosted on Academy website on 26th November 2021 and shall follow the alphabetical order mentioned below.

You may arrive at the Lal Bahadur Shastri National Academy of Administration any time, even late at night and report at the hostel accommodation allotted to you. The hostel accommodation shall also be intimated on website by 28th November 2021. Only those who have cogent and valid reasons for the delay may write to us and seek a different joining date than the one allotted to you. Please do not write to us for frivolous reasons as we will not permit any relaxation nor appreciate such requests.
